For SME owners selling to government, the procurement bill shifts contractor selection toward government benefit, usage purpose and ability to perform the contract, not just the lowest price. It also adds grounds for contract termination, blacklisting for serious defects, and requires an appeal bond. Check your bids and delivery track record. The bill also lets community forest carbon-credit income go to forest members instead of the treasury, which matters if you work with community forests.
