The rollout is limited, so not every account will see it. For a business, the paid tiers mainly add AI generation quota, 24-hour WhatsApp auto-replies and verification, which is worth paying for only if your team already relies on those tools. Meta's 15 million sign-ups and trials include free trials, so they are not 15 million paying users.
