The Revenue Department is taking comments until 29 October 2026 on a draft law to charge every departing passenger, all nationalities, 1,000 baht per flight, with a cap of 5,000 baht. Only air travel is covered in the first phase; land and sea are exempt. The law would take effect 180 days after gazetting, and tickets bought before then are exempt. Travel-related SMEs such as tour operators, airlines' agents and travel-heavy businesses should factor a higher trip cost into quotes and planning, and can submit comments before the deadline.
