The Agriculture Ministry says no decision or negotiation on UPOV 1991 has been made. The Department of Agriculture is still studying its pros, cons and economic effects, and public hearings must come before any Cabinet or parliamentary step. The current 2542 Plant Varieties Protection Act still allows farmers to save and replant seed. For a small business, nothing changes now; watch for public consultation if you rely on seed, planting inputs or agricultural supply.
