The Rubber Authority of Thailand (EGAT-style agency กยท.) is setting up a 7-region working group and AI-based weather monitoring (humidity and rainfall) to warn of leaf fall disease 2-3 months ahead. Prevention will lean on biological products (Bacillus subtilis, Trichoderma) and drones, with chemicals only at the early stage. Recovery of damaged trees will use biologicals and organic fertiliser. The agency will also judge success by national rubber output rather than by the area infected. For rubber-growing SMEs and suppliers, watch for regional disease alerts and plan spraying and tree-recovery budgets earlier. No deadline or new charge is stated.

The Rubber Authority of Thailand (EGAT-style agency กยท.) is working with Malaysia's glove industry association MARGMA and the Malaysian Rubber Board on five areas: raw material security, ISO-based concentrated latex standards, traceability, price stability, and research to settle quality disputes. Two joint working groups are being set up, and Thailand hosts the ANRPC Annual Meeting in November 2026. For latex and rubber growers and dealers, the signal is that buyers will expect traceability and consistent quality, and that EUDR-style rules are only the start. No deadline or cost change is announced yet.

Floods hit 4 districts, 19 sub-districts and 11,376 households in Chanthaburi. Officials are surveying damage household by household for an initial 9,000-baht payment, plus further aid under government rules for events from 25 September. Affected people are urged to link PromptPay. Durian and orchard farmers may get Finance Ministry and BAAC help on recovery and loans, and the province wants electricity and water utilities to ease household charges. If your business or staff are in the area, register damage and link PromptPay now; the shelters are nearly all closed and clean-up is under way.

The Department of Fisheries has opened a flood war room and is tightening monitoring of crocodile farms during new heavy rain on 4-7 and 9-12 October 2026. Farm operators are told to check dams, fences, gates and escape-prevention systems. Report any escapee to the provincial fisheries office at once. Aquaculture and fishing operators should also watch official alerts and protect ponds, cages and stock. Report serious damage to the centre. The article gives no compensation or permit change.

Irrigation Department is holding Chao Phraya dam releases at 2,500 m³/s while upstream inflows ease, and has set up a crisis coordination centre. Heavy rain is forecast for the South from Prachuap Khiri Khan to Narathiwat on 4-7 and 9-13 October 2026. If your business is in the Chao Phraya low-lying areas, the South, or depends on roads and logistics there, check flood-prone stock, storage and delivery routes now. Flooding in low-lying areas is still expected to persist.

The Commerce Minister asked agencies to closely monitor air cargo at Suvarnabhumi, which matters for exports and national confidence. Thai Airways has reconsidered its suspension of cargo acceptance and delivery, but the process is not yet confirmed as stable. Heavy rain is forecast for 4-10 October 2026 in flood-hit areas. If you ship by air, check with your forwarder for capacity and delays before then, and plan for slower delivery. The ministry will watch essential goods supply and prices, and consumers can report unfair pricing to the Department of Internal Trade hotline 1569.

Floodwater in Prachin Buri, especially Si Maha Phot district with its many waste-sorting, recycling and landfill sites, is reported to carry solvents, used oil and heavy metals from factory runoff. The Department of Health advises avoiding direct contact, not using the water for household use, and wearing masks where odours are strong. If your business operates in or supplies to these districts, check staff safety, stock and equipment exposed to floodwater, and any water supply drawn from the flood zone. Disaster zones cover seven districts and 55,286 households.

Flood-hit vegetable supply is starting to recover. Wholesale prices at Si Mum Mueang market fell from peak levels: green cabbage 12 to 8 baht/kg, green bird's eye chili 70 to 42 baht/kg, basil 170 to 150 baht/kg. Leafy greens such as spring onion and holy basil leaves are still being watched, and sweet basil (mae lak) is still rising at 140 baht/kg. Transport delays are hurting quality. The Vegetarian Festival runs 9-18 October 2026, with vegetarian ingredients and seasonings discounted up to 50% through markets, supermarkets and convenience stores. Check your leafy-green purchasing costs now, and consider sourcing festival ingredients for vegetarian menu items. Price tags must be displayed; fines apply for missing labels and for excessive pricing.

PM Anutin has approved the Disaster Prevention Department seeking more flood-relief funding. The first 4.7 billion baht has been sent to the Government Savings Bank and will be paid to eligible people on a first-come basis. Once checked, transfers take 1-2 days. The official said the amount is probably not enough because some affected areas are not yet covered by the cabinet resolution, and more can be requested in stages. Affected owners should check whether their area is in the resolution and prepare documents for the claim.

BLS Research expects flooding to cut GDP by no more than 0.1% and listed-company profits by no more than 2%, provided it does not drag on or reach core production bases. The Bank of Thailand estimates 0.03-0.10% of GDP. Retail and banking face short-term exposure, and factories should track production downtime, which is the main risk if plants stop for long. Home-improvement demand typically starts recovering about one month after the water recedes. Owners of repair, building-materials or hardware businesses should plan for a pickup then; food and consumer stock-up buying is likely short-lived and may pull forward future demand.

A proposal is under discussion to end the earmarked "เงินบำรุง" from alcohol and tobacco taxes, which funds Thai Health Promotion Foundation (สสส.), Thai PBS, the elderly fund and the national sports development fund. Together they receive about 14 billion baht a year, about 0.4% of the national budget. An economics lecturer at Chulalongkorn argues the question is whether each fund's purpose still matters and whether there are real review rules, not simply keep or scrap. For a business owner this is mainly background: no direct change to tax rates or fees is announced, but sectors tied to alcohol, tobacco or health-related projects should watch how funding for these agencies' programmes changes.

Brent fell to about US$102.25 and West Texas to about US$91.11 per barrel on 2 Oct 2026, after Saudi loadings from its east coast hit 6 million barrels a day, the highest since the conflict began. Saudi exports via the Yanbu Red Sea route are expected to rise to 2.9m b/d in Oct and 3.6m b/d in Nov, lowering Hormuz risk. Chinese demand is soft, and Shandong refinery runs may fall to about 45% in Q4. Tensions with Iran and Russian energy infrastructure attacks remain risks. For fuel and transport costs, expect some easing but not a firm trend yet; avoid locking in long fuel-cost assumptions.

About 5,000 US Navy personnel are visiting Phuket for leave from 4 to 9 October 2026. Patong Beach will run one-way traffic during the day, and 150 police, military and local officials are on duty. Expect busier hotels, restaurants and nightlife in Patong and worse road access there that week. Plan staffing, deliveries and transport around it, and keep Service Mind customer handling in focus.

The Interior Ministry (ปภ.) has transferred the full 4.7 billion baht flood relief budget to the Government Savings Bank (GSB), and the PM ordered payouts to start this week, area by area as each district finishes processing. Registration for relief is to open across flood-hit areas including Bangkok. If the 2026 emergency budget falls short, a 2027 emergency allocation may be added. For SME owners in flood-hit provinces such as Prachinburi, Pathum Thani and Chachoengsao: check whether your household or business falls in the affected list and prepare registration documents now. Suppliers and customers in those areas may get cash soon, which can help receivables.

The baht opened at 33.55 per US dollar on 5 October, up from Friday's close of 33.58, as a weaker dollar and lower US 10-year bond yields (5.26%, down from 5.34%) followed weak US payrolls (+29,000 vs 89,000 expected). TTB's 24-hour expected range is 33.40–33.70. Foreign investors sold 850 million baht of Thai equities and bought 2,049 million baht of Thai bonds on Friday. For a small exporter or importer, this is a minor move; check your FX exposure and forward contracts against this range rather than changing plans on one day's quote.

Gold rose 200 baht on 5 October 2569 versus the previous close. Jewellery gold sells at 66,950 baht per baht weight and buys back at 64,627.08 baht. Bar gold buys at 65,950 and sells at 66,150. Global spot is 4,160.50 USD per ounce. The buy-sell spread on jewellery is wide, so shops dealing in gold should check quotes before pricing or buying stock.

US 30-year Treasury yields rose to about 5.585% on 29 September 2026, the highest since June 2002, and the 10-year yield (about 5.25%) is the reference for US mortgage, car and credit card rates. Markets expect the US Fed to raise rates again in October (over 72% probability by the article's count). For a Thai SME this is background: watch for higher global borrowing costs, a possibly stronger USD and oil-driven inflation pressure on fuel and imported inputs, but no action is needed on this article alone.

Bangchak pump prices on 5 Oct (2026): high-speed diesel 42.19 baht/litre, B20 37.19 (up 0.75 from yesterday), gasohol 95 40.69, gasohol 91 40.32, E20 35.69. Prices exclude the Bangkok local-area tax and take effect at 05.00 the next day. For fleet or delivery costs, budget with the B20 vs high-speed diesel gap of about 5 baht per litre, and check prices at your own station before filling.

The government is consulting on four bills that would move ThaiHealth, Thai PBS, the Elderly Fund and the National Sports Development Fund into the annual budget, with spending plans subject to scrutiny. The proposal would end ThaiHealth's extra 2% levy on alcohol and tobacco, which critics say would lower producers' costs. Excise taxes themselves are not being abolished. Still in consultation, so no change is in force. Alcohol and tobacco businesses should watch the final bill; other SMEs should note the possible change to how these funds are financed.

Cabinet approved a 15 billion baht programme in which the government buys group residential insurance for households nationwide, covering floods, windstorms and earthquakes. Maximum payout is 100,000 baht per household per incident (flood: 10,000 baht initial plus up to 90,000; wind/quake: 5,000 baht plus up to 95,000), with 2 million baht for disaster deaths. The first policy period runs Oct 1, 2026 to Oct 1, 2027. Homes flooded before Oct 1 are not eligible under the disaster fund. The policy covers the building and built-in fixtures only, not movable furniture, appliances or belongings, so owners of shophouses or rented premises should check eligibility and keep repair records. Initial payments are expected within 15 days of complete documents. Eligible areas must be officially declared disaster zones.
